The missing link in the Effort Sharing Regulation

The European Project-Based Mechanism is the best answer to the problem of
unequal distribution of cost-effective emission reductions opportunities across EU-28 Member States under the current Effort Sharing Regulation national targets for 2030. A Project-Based Mechanism will help balance the economic considerations with the principle of fair distribution of effort among the Member States. More, importantly it will also bring a range of benefits to Effort Sharing for Member States, private sector, and the EU policy makers.
In our new presentation, The missing link in the Effort Sharing, Sandbag explains why the Project-Based Mechanism should be introduced into the ESR as an alternative to the currently proposed flexibility options – rather than alongside them.
